Flaky power supplies are the scourge of computer techs, since there's
often no obvious way to tell. I once looked at a computer with a dead
built-in serial port. Guess what, an add-in card had the same problem.
Turned out to be, of all things, the power supply. I didn't figure out
WHY until a couple of years later; there's one voltage produced by the
power supply that used ONLY by the serial ports. Given a choice, I'd
replace it. Doing so often gets rid of lingering flakiness.
