When I click on the FAQ link, the page appears, and after it finishes
loading, it jumps down to the bottom, so that I have to scroll back

Hmm, it's not doing it now, so apparently a temporary thing.

So, the blank lines have been eliminated, which makes it harder to see
the difference between quotes and replies.  I have no idea if it
affects the quote-length counting or not.
