You might want to give an example of how to quote in order to
deliberately get around the limit (some people really want to quote a
bunch of text, but it gets kicked back).

I'd suggest adding it to the list sig, so that the link is always
available on every message. If you can change the bounce message, you
could put the link in.

You might want to just make it a policy to delete messages that are
moderated due to excessive quoting, and let the users fix it and
re-send it themselves or not. No need for you to do something that
they should be doing themselves, and I'm sure that you have enough to
do anyway.

I agree with Ekhart on having a sufficient number of spaces between
the quote and the reply (or the reply and the quote, as the case may
be); when they're run together, it's often hard to tell where the
reply is, or even WHAT the reply is; once or twice I've had to find
and look at the original email to determine wha the original message
was.
