Bevan,
It is a network card by Linksys and it is a plug and play card. I am
installing it on a very old motherboard made by the AST Computer company. It
used to have a 486 SX processor but has been upgraded to a Pentium Overdrive
to a speed of 75 Mhz. I have the drivers that came with the card and the
card does not have jumpers that I can see on the card. According to the
manual it is supposed to be setup via software. I am surprised as it is an
ISA card. Maybe because it is Plug and Play maybe they don't need jumpers
because it is Plug and Play. This is all the information I presently have.

Well, first of all, the file is actually winipcfg (with an 'i' not a 'y').
It believe it gets installed as part of win98's standard install, but that
may be only if you have networking configured on your machine.
So, what type of card are you trying to install?
Do you have the drivers for it?
Which slot(s) have you tried it in?
Is it a configurable card - ie does it have jumpers on the card (unlikely
these days) or is it plug & play?
Finally, what type of machine (motherboard & CPU) are you installing it in?
