Sounds like your screen resolution has been set too low, like 640 x 480.
If so, you need to right click on the desk top, select Properties, click the
Settings tab, then change the Screen Area slider to something more suitable,
say 800 x 600 for a 15 inch monitor, or 1024 x 768 for a 17 inch monitor.

Then, since you can't see the OK or apply button, just hit enter.  This will
change the screen area for you.

Caution - if you have any sort of error that has caused this, like missing
drivers for your screen card, then you could get to a situation where you
cannot see anything because you have selected an unsupported resolution or
refresh frequency.  In this case simply restart the computer in safe mode
and shut down.  The screen will automatically be set back to 640 x 480 and
you can troubleshoot from there.

All this assumes you are using windows 95 or 98.  I guess it is possible
that things are the same for the later versions!!!
