There are two "Explorer"s; Internet Explorer and Windows Explorer.

In versions of Windows later than 95, they are the same for all
practical purposes; type a link into either one, and it turns into IE
and displays a page. Type a path into either one, and it turns into
Windows Explorer, and displays files. Network Connections is a Windows
Explorer window. If it's just her icon that isn't working, the icon
may be corrupted (there's probably another icon under the Start menu)
or she may have deleted "IEXPLORE.EXE".
