Yes, there is, but you have to be running Ubuntu Linux to use it. It's 
called Gedit, and after you set the preferences to automatically close 
tags, it takes away about half of the work by adding the ending > and 
the closing tag for the one you are entering at the start of the markup.

So, if you type "<s" an ">" will appear after it, and when you finish 
typing <sub> then </sub> will appear on the line after that. That's as 
close as I know of.
