Scott,  this was my question and John replied.  This thread no longer has any

Probably the most reliable way is to edit the document on your PC with 
Wordpad. It gives you complete manual control of the html code in text 
form. Note: Knowledge of html web page writing is required, but for
 this 
kind of thing you need that anyway.

To check the results before posting the page online, you can use
 Firefox 
to view it locally.
Just click File
Open File
Open

Internet Explorer has a similar feature.
The page displays the way its html will look, although the images may
 or 
may not appear due to the differences in their locations on the local 
machine and the web site. After inspecting, you can decide on 
adjustments and type them into wordpad, save the file and refresh the 
browser. The effect shows instantly (no download time or bandwidth 
consumption).
