It's a lot of information. The clue I got from this is mention of free 
BSD which makes it about Unix or Linux.

It looks like techno-babble because it is written by a specialist with 
detailed knowledge of the field. Still, can't dismiss the possibility 
that it was pasted from a dissertation for spamming purposes.
