A large cluster size could have that effect; try reformatting with a
smaller cluster size. The side effect is that it will tend to take
longer to load each file because of smaller pieces (can make
fragmentation easier too), plus the extra overhead needed to track the
smaller clusters would take up more room also, although not as much as
you'd be saving.
