Right-click on My Computer, and select Manage.  Click on Disk
management, which is under Storage.  It should show all of the drives
attached to the system, and the partitions on them, if any.  From
there you can partition, format, etc.

First, though, you'll need to fix your Windows.  I think putting the
Windows CD in and reinstalling will do it.
