That's a solution for Outlook, so it may not help with Outlook Express 
although nothing in the directions looks like it couldn't perhaps also 
apply to OE. But the world of Microsoft is so chaotic and convoluted 
that one can find different directions for the same or similar problems 
in the MS Knowledge Base like this

And then there are other directions on other reputable Internet sites 
like this

That's the link i usually send, and it usually helps people. I wouldn't 
be surprised if the directions in the MS KB were incorrect, out of date, 
or simply unhelpful, in addition to making simple tasks look daunting 
and geeky. (They often have only DOS commands in other directions for 
things that can easily be done in Windows!)
