[pchelpers] Display of quotation marks

I am using Eudora email client and I have been meaning
to ask about the display of quotation marks ?? and
apostrophes ? in the body of received mail as in the
examples below.
â??  donâ??t

â??  â??When in Rome, do as Romanâ??s doâ??

â??

Can anyone explain why and how to fix the problem?

I recall this was not the case when using Outlook Express.
