Whatever the problem, you don't appear to need an ADSL splitter 
(combining phone and internet use). You are right about the weirdness of 
the problem. One possible reason relates to the signal loss on telecom 
cables. It is much easier to get a connection at a low frequency dial up 
than a higher one. Those cables could be fading out periodically on high 
signal load. Once the load is removed, the problem eases. There could 
also be crosstalk with other cables. A local tech may be able to test it 
to see how good or bad the cable performance is.

Meantime, basic operating system maintainance wouldn't hurt.
