Never mind my last statement Scott.  I have an old version of TweakUI.
 I just installed a newer version and found Control Panel.  Thanks for
the help!

Find and download a copy of TweakUI from Microsoft's site; it has an
option to hide control panel icons that you don't want.  It shouldn't
be hard to find; go to http://www.microsoft.com and type "TweakUI" in
the search box.  I'll leave the rest as an exercise.  :)
