I do have TweakUI.  I didn't see anything in it that would relate to
the Control Panel (or maybe I'm just blind!)

Find and download a copy of TweakUI from Microsoft's site; it has an
option to hide control panel icons that you don't want.  It shouldn't
be hard to find; go to http://www.microsoft.com and type "TweakUI" in
the search box.  I'll leave the rest as an exercise.  :)
