It should be there every time you open a new email (Ctrl+n), and you 
don't really need it when you don't have an email open :-)

The other advantage of having it in the new email and not the main 
interface is that then you can easily add more than one address from the 
list by doubleclicking, which you prefer. In OE, you have to add the 
others by typing names or doing more than doubleclicking.
