In most cases this would b a hardware problem due to loose or dirty 
connections. One exception is the blaster worm, which causes PCs to shut 
down.

With power off and a supply of contact cleaner, go over the external 
connections to make then clean, free from grit and oxidation. Insert and 
remove several times to help rub this off the contacts. If any of your 
connectors seem doubtful, it may be necessary to replace them. This is 
most often so with PS/2 plugs (quite delicate).

Try this before switching power supplies.
