Your friend seems to be in a mess. There is a possibility that the
supply is damaged, but it sounds more like the motherboard is damaged.
At times they won't boot if there is an earth loop or electrical damage
to the logic. To determine what it is, your friend needs to hook up a
new/working power supply and see whether the system goes. If it does,
swap supplies. If not, the motherboard will likely need replacing or
upgrading. It could also be useful to find out if your friend has put
this machine together, and if so, were anti static precautions used?
