You can, but there's little point, since you can't increase the amount
of detail.  You can reduce the resolution easily enough (data is
thrown away by doing this), but you can't go up and expect it to look
better.

You could try running image enhancement tools to make the enlarged
image APPEAR to have more detail than originally.
