How are you determining the CPU usage??

If you hit Ctrl-shift-ESC, Windows Task Manager will open, and you can
go to the Processes tab to see exactly how much CPU time each process
is using. Click on the title of the CPU column to sort by CPU usage.
Normally, "System Idle Process" should have about 97-99% of the CPU
usage; i.e., the system isn't doing anything.

A 233Mhz will run fine for most purposes as long as it has plenty of
memory. 256M should be tolerable, although more might help. It also
depends upon what you're doing.  If it was working fine before, then
that's probably not your problem.
