I'm sorry the link seems out of date. It's an International Herald Tribune
article for which I had an RSS feed. Guess it was removed to make way for
the latest news. But you can still read it if you go to the main page here
and on the left panel scroll down a bit and you'll see the link "A lively
market, legal and not, for software bugs"

So it's not a bug but a date issue :^)
