[pchelpers] AutoPatcher

Hi, folks!

For those of you who used to use AutoPatcher, it's back. All you
download from the web site now is APUP, the AutoPatcher UPdater, which is
a small utility. When run, it asks you which packages you want. After
you select the packages that you want, it downloads all of the files
for each package, directly from the source; Microsoft files from
Microsoft, Adobe files from Adobe, etc.

Once all of the downloading is complete, you'll have the complete
AutoPatcher package, just like before, which can be put onto and run
from a CD, DVD, USB flash drive, or network share.

The change not only satisfies the Microsoft legal complaint, but also
allows the team to make incremental updates and additions.
