[pchelpers] Access Denied Vista

Is there any way to kill the restrictions on opening files in any folder
in Vista or do I have to go back to XP just to get some work done? I am
the only one on the computer and have Administrator authority but it
seems everything I want to do with files I get an access denied
message. I followed the instructions about going to the
folder>properties>permission etc. but somehow it does not take.
