I got the Optorite DD0203 that writes at 4x. Now I see they have the 
DD0401 that writes at 8x for $131.00
But the DVD burner requires a processor that runs 800MHz or above.
Included burning software:
BHA B's Recorder GOLD5  or Nero 5.5. I have seen both
Sonic My DVD 4
All the programs can access your TV card and DirectBurn to
the DVD Burner.

The Capture card is a Winfast TV2000 xp by Leadtek, You can find it

And you need at least a  PIII 650MHz for normal operation
and a PIII  1.0Gig for the time shifting operation.
The capture card software does it all:
DirectBurn: Burn video from the source directly to the DVD.
Time-Shifting: Play and record at the same time.
Watch de-interlaced TV on your monitor.
Real-time encoding mpeg-1/mpeg-2/mpeg-4/WMV
Can connect to the pc: VCR, Camcorder, or LD/VCD/DVD player
