another piece of hardware. Have you recently installed a modem car or a
serial port adaptor in the system?
If you go into the System settings in the Control Panel and look for a
yellow "!" or a red "X" and check the properties it could show you what
it is conflicting with. Then you need to modify the conflicting settings
until it is resolved.
After that the speed should go back to normal.
