If you have any external drives, USB or Firewire disconnect them and try to
come up in regular modem. I have found some drives are funky and will work
fine once you are in windows but will hang it up if attached when booting.

I've got a computer running Win 2kPro that will not fully boot.  It begins
as it should and does not hang at the exact same place every time.  It will
boot up just fine in safe mode. I know that there is an option in Win 98 to
watch the boot procedure so you can see where the problem is but I can't
