Well, this does explain a lot. I thought the web wheel was just your name for the mouse roller, as you've likey figured out. :O)
However, the info page I sent does explain what you can and can't run on xp.
I wonder if you can use the program compatablity on it? Right click the install program and left click properties. Choose the compatablity tab. Set it to Win98 or whatever and try to install it. Make sure you uninstall everything you all ready installed before you do this.

Hi Liza,
That article tells you that Logitech's drivers are no good for xp. It says
to use the xp mouse drivers and all will be ok. In other words, quit trying
to use the Logitech mouse drivers. :O)
It's likely that when you installed xp over winMe that it automaticly
switched to the xp drivers.
When you do what it says on that page, your headache will likely stay away.

 Thanks for the information. I'm going to print out the page, and when
my headache goes away, maybe I'll give it a try. LOL. I'm almost ready
to give up on it. It doesn't make any sense to me how it worked
before, but doesn't
now, and both times I was using XP. Go figure.
