This one slipped by me.
Try going to control panel, user accounts.
You can make anyone an administrator in here, if you are an administrator.
This should tell you who is an administrator, I hope. :O)

  Are you logged in as the administrator for that machine?  If not then try
logging in as administrator.  Then try it.  If it works then go in and give full
permissions to the user that you usually log on under.

    Help me, please!!!
    When I go to my Internet Options under tools, I get the following

    "The operation has been canceled due to restrictions in effect on this
computer.  Please contact your system administrator."

    I have had several problems since trying to download Norton 2004.  I can't
complete an uninstall or the install because it says there is an online update
being preformed.  I can't access the old Norton firewall to shut it down.  I am
using Windows XP.
