Hi Bob,

  Once Outlook Express closes from Ctrl Alt Delete, I can't open it
again unless I reboot.  I just tried disabling Norton Internet Security
and still couldn't open it, though I didn't reboot.  I'll reboot and try
again.

I agree with Vic.

Try disabling the Norton stuff, or uninstall it and see if it helps. If
this is the problem, try the Norton site support page for help. Or try
disabling the Norton stuff that deals with email.
