Solution - would be hard to find which exactly dll it is - there are tools out there but would be hard to find the culprit.
Easiest do a sys restore - if you have one.

It takes a before & after text picture of your system during installs, showing all
the changes made.
Although it works best if used during the *original* install, I've had good luck
uninstalling a problem program, then doing a reinstall using "In Control".
