And now for your favorite game show, HOW WOULD I DO THAT IN GURPS.

Bob is creating a vigilante-type hero.  He wants to be able to intimidate
his intended victims by having them hear his voice before he gets there,
being able to say things like "I see you" and "Right behind you", and "No,
the other way".

Bob simply wishes for his voice to be heard in an area as if it where
whispered in the person's ear.

Bob also is curious about the possibility of making it an area effect.

Now, players, how you answer Bob's question.
