My question was geared toward that.  Because of the class structure and its
presence on ships, all officers are gonna be assumed to be litereate.
Therefore, is there two seperate norms: one for lower class and one for
upper class?

High-ranking officers who can't read are going to have problems.

By "the norm" it means that the default assumption is you are
Illiterate. This is worth no points. If you want to be Literate, it's a
10 point advantage, just like in modern day, being Illiterate is a 10
point disadvantage.

In other words, officers, you probably want to spend those points on
