Chloramines are not specifically banned; however, it would require a change
In our regulations to allow for chloramines to be used in Tennessee since
we require a free chlorine residual to be present in the distribution
system – either that or the system would have to do chloramines followed by
chlorination.  We are highly unlikely to change the regulations for that in
that there are issues with having to monitor the distribution system for
nitrates and we have not seen a real need to use chloramines.

I see on several websites the claim that TN has banned chloramine use in
public water supplies, but this appears to be false.  Can you confirm or
clarify?

Most of these websites appear to base that claim on Chris Cato's
interpretation of comments made by Sherwin Smith "in *Tap Water: Running
the Risk* <http://www.youtube.com/watch?v=_jmgo3VjX4o&feature=colike>,
which aired on CBS news affiliate WSPA-TV."

The current Public Water Systems Rules allow for up for 4.0 mg/L of
chloramine as MRDL, correct?

Are there any parts of Tennessee that have actually banned chloramine?
