To the best of my knowledge, with systems after win 98, WE does not work
at all in safe mode. I imagine that has to do with a lack of drivers.
Under win 98, if you had a speech synthesizer whose drivers loaded
before Windows, or which didn't need separate drivers, a screen reader
with such a device would work, e.g. the doubletalk. But with XP, I don't
believe any of the screen readers work at all in safe mode.
