Exactly.  The approach could be referred to as the extended macro
interface, (emi).  Some might prefer the word enhanced.  Either way the
result would be the same.  More power inb the hands of the average user.
If it's too much to put into version 1 then satrt there with a macro
recorder and mayube a command or two in the manner described with dialogs
or whatever and then add a plug-in for those who want additional
functionality that will contain the language and interfaces for them.
