RE: when an oracle schema created

 
I think Steve was a little hasty in his correction and as I have been
once or twice was a little sloppy with his terminology.  V$database has
the create time of the database, while v$instance has the start_time of
the instance.  Being that an instance is re-created on startup this time
is normally different from the database create time.  The terms database
and instance are often interchanged, but there are times when the
difference in the two terms is important.

Oops - re-read.  

dba_users has the create date of a user.

v$database will have the create date of the instance.
