Hey Jared,
I thought that OID was only included with Oracle for Names resolution
(ie. as the direct successor to ONames), but authentication still
required an additional purchase. A quick search of the archives seems
to agree:

I'm going through Oracle's pricing structure now, but that's gonna take

Ruth,
You do not need to license OAS to use OID.
OID is free to use with Oracle licensing.
Search the Oracle-L archives, as this has been
discussed here before, and search oracle.com.
