Not to mention scripts that update certain data in base dictionary tables..... 

The only way to patch Oracle is to read the patch application notes and follow 
every step religiously.

Could it be that patching from 9.2.0.x to 9.2.0.4 involves more than just 
recreating some database packages? Perhaps the Oracle binaries are also 
modified?
