i have no easy answers, but some suggestions which may help.
is the ASM resource marked as offline in OCR?
have you removed all dependencies from the ASM resource? usually done by
srvctl modify inst -d DB -i DBINST -s ASMINST -r
as the problem is caused by crs_unregister, you may get some hints by
running crs_unregister directly:
crs_unregister RESOURCE
i would export the OCR before trying it.
in 10.2.0.1 i had some problems caused by a corrupted OCR, the final
solution was to wipe OCR completely and rebuild it from scratch by
registering all the resources manually with srvctl or netca/vipca.
