It's waiting on the child forked, you can see them with the -f option of truss.
Is this ever worked or it's a new setup?
Only one node's Oracle Intelligent Agent is used to communicate to SRVCTL, so SRVCTL on that node then communicates to the other nodes through Java RMI.
What is the output from srvctl config database -d pidv?
