Getting a faster CPU will help to reduce the CPU time and it will help to
reduce the latch contention. The amount of time between the latch get and
latch free, will go faster (latch is held shorter) which help to reduce the
latch contention. CPU speed is not the only important thing to consider in
reducing CPU time, also the access time to memory.
