redundant data guard observer

Oracle EE 11.2.0.2
Is it possible to have a second observer so that if the first one fails, the
redundant one takes over automatically? I'm not sure if I would trust it even
if possible, but I've been tasked with researching this and can't find anything
definitive. I know that there can't be more than 1 observer active at a time.
