Eugene, Don't know how big is your total SGA/PGA and how many user sessions you have. Since you have set /3GB /PAE switches, the total memory for these items would be limited to 2.7GB. If you have set big size you could try to reduce SGA/PGA to reserve more process memory and get rid of ORA-04030 error.
