RE: perl DBD::Oracle and external password store

Thanks John for looking into it. I did my first test using DBD:Oracle
1.15 and oracle 10g client that is why it failed. I did another quick
test with DBD::Oracle 1.21 and it works just fine.

I checked the OCI docs and there is noting special DBD::Oracle has to do

to use this store. It just has to be properly configured and you have
to use a version of DBD:ORacle over 1.17 and a 10 client.

Looking into the code a little more DBD::ORacle before 1.17 uses the old

deprecated Proc connection methods to set up the environment. Later
versions use the newer OCIEnvNlsCreate methods which
should be compatible with the store
