OERI-2662 is an error where there is a SCN mismatch between the block
SCN to current SCN. This could happen when you use the
_allow_resetlogs or some kind of parameters to ask oracle to ignore
the verification phase during database open process.

Can you pls exactly tell me what you were doing before opening the DB?
