ora-12571 and ora-3114 errors

We have installed Oracle 9i on a new HP-UX 11i server. In .NET application we are getting ora-12571 and ora-3114 errors intermittently. There is 1 Load balancer and two application servers for .NET.
Has any one faced such problems? Any clues how to proceed?
