ah, I meant something like

As table owner

create or replace procedure xx (p_sql varchar2)
as
begin
        excute immediate 'explain plan for ' || p_sql;
end;
/

then grant execution priv to the unprivileged user, the caveage might be
p_sql, must be clob or long....
