Version of the DB? If it's 11g then you need to look in the trace directory in
the DIAG_DEST directory structure for your database. USER_DUMP_DEST, etc no
longer work in 11g by default.

Does the oracle user on the server have permissions to write to the
above location? I have had occasions where oracle couldn't even write to
the bdump because the Unix guys hadn't set up the server permissions
correctly!
