loading images into oracle

How do I determine whether I want to use intermedia to store my images or
just store them in a blob?
I need to store about 1 TB of images every month (images come once/month). I
have 4 days to do the load. The images will be displayed to users over the
web. We expect the average image to be 16k-32k in size. No numbers on how
often this will be queried.
does oracle charge extra for intermedia or is it part of the enterprise
license?
